Libya’s House of Representatives will hold an official session in Benghazi on Tuesday, October 6, to discuss proposed legislative and constitutional changes, including amendments to the law governing parliament’s internal operations.
Parliament spokesperson Abdullah Bliheg said lawmakers will consider amending Law No. 4 of 2014 and introducing a defined parliamentary term.
The law regulates the House’s internal structure, legislative procedures, permanent committees and the rights and duties of lawmakers.
4+4 Legislation To Be Reviewed
The House will also discuss the constitutional status of legislation submitted by the 4+4 Committee and previously approved by parliament.
Lawmakers are expected to consider incorporating the legislation into Libya’s Constitutional Declaration.
The House approved the 4+4 Committee’s final agreement on September 14, although questions were raised over whether the session had the required legal quorum.
The agreement followed talks aimed at addressing disputes over electoral legislation and the restructuring of Libya’s High National Elections Commission (HNEC).
Parliament Faces Internal Dispute
The planned session also comes amid disagreements over the House’s own procedures.
In late September, 86 lawmakers accused the parliamentary leadership of preventing them from entering parliament headquarters and holding a quorum-compliant session to discuss reforms and amendments to the House’s internal regulations.
Election Commission Changes
On September 28, the House amended legislation governing HNEC, providing for a board comprising a chairman, deputy chairman and seven full-time members appointed by parliament.
The changes followed the August 30 agreement reached by the 4+4 Committee, which proposed restructuring the commission and amending the legal framework for presidential elections.
